Keystone Home Energy Loan Program (HELP) – HELP was created by the Pennsylvania Treasury Department to make energy efficiency improvements affordable.  It provides fixed rate, private loans of up to $10,000 to homeowners living in their homes.  Borrowers of all income levels are eligible, but borrowers must be creditworthy.  Loans can help finance insulation and siding, windows and doors, furnaces, boilers, air conditioning, heat pumps, thermostats and controls, and lighting equipment that is EnergyStar certified or better.
