PRESS RELEASE: OCA filed a Formal Complaint against Aqua Pennsylvania’s proposed water and wastewater rate increase requests

HARRISBURG – The Pennsylvania Office of Consumer Advocate, an administrative arm within the Pennsylvania Office of Attorney General, announced today it has filed a Formal Complaint against Aqua Pennsylvania’s proposed water and wastewater rate increase requests.  On August 20, 2021, Aqua Pennsylvania asked the Public Utility Commission to allow an increase to its water and wastewater rates by $97,684,824, or 17.86%.  Under the Company’s proposal, a residential consumer in the main rate zone, using 4,000 gallons of water per month, would see an increase from $67.49 to $81.32, or 20.49% per month, and customers in other water divisions would see increases ranging from 20.49% to 86.27%.  Wastewater customers would see increases ranging from 7% to 89.60%, with one division seeing a proposed decrease. Aqua Pennsylvania serves approximately 490,000 water and wastewater customers in portions of 32 Pennsylvania Counties.

Christine Maloni Hoover, Acting Interim Consumer Advocate, stated that her Office will investigate the Company’s claims over the next several months.  “Upon completion of our investigation, we will recommend to the Public Utility Commission how much of an increase, if any, is justifiable,” Hoover stated.  The Consumer Advocate’s Office will also investigate the quality of service provided by the Company, its proposed shift of wastewater revenue requirement to water revenue requirement, and the appropriate rates to be charged to each rate division, including customers in systems acquired by the Company since its last rate case in 2018.
